Dear Cowell,
We have received under cover of a private letter
from the Ambassador at Peking copies of correspondence
relating to the case of one Benares Khan and as it
contains matters which we do not care to take up
officially but which nevertheless it seems desirable
should be brought to the attention of the Colonial Office,
I am sending you copies of the whole correspondence
so that you may take such action as you deem appropriate
in the matter.
